In your query you have not mentioned regarding the source of your income. is it from salary in Govt. or PSU etc., or agricultural or business. You put an application under RTI act to the Tahsildar concerned.
All state governments are providing online citizen services facility. You can very well apply on line for income certificate by uploading the necessary documents and after submitting take a print out of the acknowledgement. The authorised person has bound to issue the certificate within the prescribed time provided the application and supporting documents are in order. If the person is not cooperating you can approach the higher authorities in writing and you can take up the matter with citizens grievances cell and lodge a complaint. It looks you are more particular about compensation and taking the concerned person to the court rather than the college admission.
Despite yo have filed the documents for Income Certificate, the concerned authority is reluctant, you can approach the senior with a written communication. In case the senior are also reluctant to dispose your case you can certainly file a writ before the High Court.
What is your income sources, where you work? what is the reason that the authority refused to gives certificate? first, let you explained then only we can give our suggestion
Invoking writ jurisdiction for compensatory remedies .
