Introduction

India is a country with immense potential, its demographic dividend, and rich resource base if utilized wisely, can do wonders. And if there is a way by which we can utilize this power, it is by ‘making in India’. The ‘Make in India’ scheme would also go on and strengthen the ‘Atmanirbhar Bharat’ initiative. 

In order to make India a Global Manufacturing Hub and provide impetus to the manufacturing sector, the government of India on 25th September 2014, launched the Make in India campaign. The ultimate aim of the campaign is to ease investment, encourage innovation, enhance skill development, safeguard intellectual property and develop world-class infrastructure.

All this will only be possible if the stakeholders understand the know-how of this campaign, and this article attempts to do exactly that. 

Sectors of focus for the scheme

The ‘Make in India’ scheme brought about by the Department of Industrial Policy and Promotion, will primarily focus on 25 sectors. They are as under:

  • Automobiles
  • Automobile components
  • Aviation
  • Biotechnology
  • Chemicals
  • Construction
  • Defence manufacturing
  • Electrical machinery
  • Electronic systems
  • Food processing
  • IT & BPM
  • Leather
  • Media and entertainment
  • Mining
  • Oil and gas
  • Pharmaceuticals
  • Ports and shipping
  • Railways
  • Renewable energy
  • Roads and highways
  • Space

The Procedure for acquiring permission for the use of the MII logo

A procedure has been provided by the Government of India, according to which permission for the use of the Make in India logo can be granted:

  • All the requests received by the Department of Industrial Policy and Promotion would be scrutinized, based on guidelines of merit. They would have to be approved by the (Secretary) JS (Joint Secretary) of DPIIT (Department of Promotion of Industry and Internal Trade).
  • The Department of Industrial Policy and Promotion has the right if it feels the need to, demand additional information with respect to the request for use of the ‘Make in India’ logo for Events, Publications, Websites or Portals, Electronic Programs etc.
  • In case of a request made for use of the logo on electronic media, the requests must be received by the DPIIT 30 days in advance. Along with the request, the following details also have to be provided:
    • Nature of the Program.
    •  Profile or track record of producers of the game.
    •  The target audience.
    • The contents of the program and in specific, inclusion of manufacturing-related content of the program.
  • Aside from the above-mentioned purposes, the use of the logo for any other purpose would be purely directed by the merit of the individual case. The points that would be kept for reference are the visibility, impact and extent of manufacturing or its related aspects. After this, it can be approved by the JS (BE-III).

Usage of MII logo

The MII logo can be used by the following:

  • Government Authorities
  • Semi-Government Authorities 
  • Private Authorities

Who does not need permission to use the MII logo?

There are some institutions that do not require the DIPP’s permission to use the MII logo. These are: 

  • Embassies of India and Missions when they organize events, brochures, publicity material and advertisements that promote ‘Make in India’, which are sponsored by these Embassies and Missions.
  • All offices, officers and establishments of DIPP are free to use the MII logo without asking for permission.
  • The logo MII logo can also be used for programs conducted by the Central Government Ministries or Departments, State Government Departments or Ministries and by Union Territory Administrations.

Who can use the MII logo? 

Using the ‘Make in India’ logo is allowed to some, only by taking prior permission from the DIPP, Government of India. They are:

  • Programs which are conducted byGovernment collaborating with industry bodies like CII, FICCI, ASSOCHAM, PHDCCI, etc. 
  • Programs conducted by all Central Government Authorities or Departments, PSU’s and Departments of State Governments, Union Territory Administrations.
  • The events for which DIPP, Government of India provides its financial support.
  • In some instances, this can be applied to private bodies that organize events in order to promote the government’s Make in India’ initiative.

Use of the MII Logo for Events, Publications, Websites or Portals

  • When permissions have to be granted to the ‘Make in India’ logo for events that are financially supported by the Department of  Industrial Policy and Promotion or for a special specified period, to be used by private bodies, the emphasis is required to be given to:
    • Nature and importance of the event.
    • Profile or track record of the organizers.
    • Profile of participants and delegates.
    • Other deliverables that are offered by way of exhibition space at the event venue, distribution of DIPP‟s material meant for publicity, packed in the delegate kits, etc.
  • In cases where requests are made for use of the “Make in India” logo on publications, websites or portals, they would be acknowledged only if the publications, websites or portals are related to approved sectors under “Make in India”. Such requests would further be scrutinized on the merits of each case.  
  • The requests made by individuals for the use of the ‘Make in India’ logo will be considered only if these requests contribute towards promoting the ‘Make in India’ cause. These requests would be based on the merit of individual cases.

The requirement for use of the logo programs on Electronic Media

Programs on electronic media can be of various types, for example, debates, discussions etc. Any other might also be considered based on the merits of the case. Hence the following has to be categorically kept in mind:

  • The nature of the program.
  • The profile or track record of the producers of the program.
  • The target audience.
  • It can be the contents of the program and the inclusion of manufacturing-related content in the program.
  • The extent to which the program would be able to aid in increasing awareness about approved sectors under “Make in India” as well as the culture and heritage of the country.

Other guidelines

Since the ‘Make in India’ logo, as well as the other proprietary material, are precious assets of the Department of Industrial Policy and Promotion, by using the logo, in part or as a whole, the user signs up for the terms and conditions attached with it as well:

  1. The user has to acknowledge the fact that the Department of Industrial Policy and Promotion is the sole owner of the trademark.
  2. The user has to promise to not interfere with DIPP’s right.
  3. He/She/They will not harm, misuse, or disrupt the ‘Make in India’ logo. 

Terms and conditions on the granting of permission to use the logo

  • The DIPP commands the right to withdraw the permission granted for using the ‘Make in India’ logo by providing sufficient notice. 
  • The DIPP also kept with itself, the right to view the design and layout of the ‘Make in India’ logo that has been proposed for usage in the event, before it is finalized.

Success Stories: ‘Make in India’

  1. Micromax: The company in December 2015 announced that it would be installing new manufacturing units in Rajasthan, Telangana, and Andhra Pradesh.
  2. Japan-India Make-in-India Special Finance Facility: After President Shinzo Abe’s visit to India, he declared that he would set up a USD 12 Billion fund for ‘Make in India’ related projects. 
  3. The opening of an Ikea store in Hyderabad is another success of the ‘Make in India’ program. Recently, the company has announced its plans to open its shopping mall in Noida. The company was trying to enter the Indian market for a long time but was facing various hurdles of government regulations which required the company to source 30 percent of its products from India itself. Currently, Ikea is sourcing 20 percent of its products from India and aims to increase that in future. 
  4. In the aviation sector, through the Rafale deal with France, India has been able to attract major investments. Approximately $4 Billion will be invested in India’s defense and aerospace sector through subsequent projects. 
  5. Mercedes Benz has decided to contribute to the ‘Make in India’ project through a dual initiative:
    1. The company would be manufacturing more of its components in India.
    2. Mercedes is also building its luxury buses in India and exporting them to Africa and South East Asia.

Sectors boosting Make in India

Automotive

  • Due to the ‘Make in India’ program, many global car manufacturers like Renault, Suzuki, Honda, Volkswagen have set up their manufacturing units in India. 
  • India has become a hub for low cost and high-quality products.
  • The consumer base of India is also expected to expand, this would lead to more sales for these car manufacturing companies.
  • The aim of the Automotive Mission Plan 2026 is to make Automotive, the vehicle driving the ‘Make in India’ campaign in India. 

Electronics System Design and Manufacturing 

  • There is an effort to make India a global electronics manufacturing hub.
  • Hardware manufacturing of electronics forms a significant part of both the ‘Digital India’ and ‘Make in India’ programs.
  • The National Policy on Electronics (NPE), 2019 would try to expand and develop the capabilities of the country to manufacture core components. It would also develop an environment that would allow the industry to compete globally. 

Renewable Energy

  • India is blessed with huge renewable energy potential. However, a large part of this potential has remained untapped. 
  • In order to make its best used, the country has pledged that by the year 2030, it would try to address at least 30 percent of its energy needs by using renewable sources of energy.
  • India is currently working on developing the largest single-site solar project in the world in Rewa in Madhya Pradesh (750 MegaWatt). In this, India is being assisted by the International Finance Corporation (IFC) which is a private sector division of the World Bank.

Roads and Highways

  • 2018-19 was declared as the “year of construction” by the Ministry of Road Transport and Highways.
  • Under the aegis of the Ministry, various landmark projects are being carried out, like, Bharatmala Pariyojana, Setu Bharatam, Chardham Mahamarg Vikas Pariyojna, Eastern Peripheral Expressway, Western Peripheral Expressway, etc. 

Pharmaceuticals

  • India is, with pride, one of the largest producers of pharmaceuticals. It also exports about 50 percent of its manufactured pharmaceutical products. 
  • Abbot Asia Holdings Ltd (United Kingdom), Mynlan Group B.V. (Netherlands) and Hospira Pte Limited (Singapore) are some of the important foreign investors.
  • India proved its capability in this sector when during a time of crisis, amid a global pandemic, it exported huge quantities of hydroxychloroquine to countries in need.

Food Processing 

  • The food processing sector is rapidly developing and is a budding industry in India.
  • This sector brings together the two important sectors- agriculture and industry and hence it is significant for India’s growth.
  • The Ministry of Food Processing in accordance with the ‘Make in India’ program is currently assisting 135 cold chai projects (integrated), as well as 7 Mega Food Parks, which have been operationalised.

The detailed process laid down by the DIPP regarding the approval process has brought clarity to the concept and has eased out the usage of the logo. By providing a prescribed format, the process has also been made simpler.

The ‘Make in India’ program has been working towards empowering domestic manufacturers and improving their standards of living. The campaign would bring us a dicot success of self-sufficiency as well as GDP growth. It would reduce our dependence on imported goods and foreign countries in order to fulfil our citizens’ needs. 

The 2021 Budget has gone on to double the amount allocated to the MSME sector, it has also increased custom duties on products since this would further encourage domestic production. This budget would back the ‘Make in India’ campaign.

“Come make in India. Sell anywhere, [but] make in India.” Prime Minister, Narendra Modi, called out the people while he was introducing his vision to the public. It looks like the world, and most importantly, India is more than ready to embrace this vision, which is already set on a path to become a reality. This would be a reality, a future paved with success.
